Europe is being overrun by refugees from the Middle East, Africa and Syria.
Desperate people are being taken advantage of by smugglers. Europe is divided on
how to handle them. Merkle wants quotas, so all the countries share equally.
Europe was not prepared for this. It speaks back to 1938, when Germany
decided tog et rid of its Jews. Nobody wanted them. Roosevelt came up with a Conference
to decide which Country would take how many Jews, and no one accepted them. That is
"The Evian Conference".
